Walk the old town, cathedral zone, and Uzupis, then use short buses or taxis only when weather or hotel position weakens the route.
Vilnius works best almost entirely on foot, with short taxis only when weather or outer edges make them genuinely useful. A direct transfer is the cleanest first move because Vilnius becomes easiest once the old-town or station-side base is already set.
Most transport problems come from forcing too many district changes into one day rather than from the system itself.
