Phoenix punishes vague all-city planning. Choose a central day, a Scottsdale day, or a desert day instead of trusting short map distances that still mean long sun-heavy transfers. For many central stays, a direct ride from the airport is the cleanest first move. Rental-car logic only really wins when the broader itinerary genuinely needs it beyond one or two city days.
Most transport problems come from forcing too many district changes into one day rather than from the system itself.
