Huludao packing is strongest when it starts with Xingcheng and the coast. The old city gives the day texture, but the weather and walking surface decide whether it stays comfortable.
I would keep the outfit simple enough for sightseeing and clean enough for an easy hotel or seafood dinner afterward. The aim is not to change often; it is to avoid letting wind, damp pavement, or tired feet take over the day.
